Like the tittle might suggest I'm looking to increase the chance of equipment being given to certain NPCs. I'm specifically trying to get guards in certain holds to pretty much always be wearing cloaks (from "winter is coming").

Just as a reference I made a http://i.imgur.com/tHPyD.png that I'm assuming is where I'd increase the cloak spawns for that type of guard so yeah, if my assumption was correct, what's the easiest way to either massively increase the chance a cloak will be given and/or that the NPC will always be given said item.

P.S. This is going to be for personal use only so I'm guessing there shouldn't be an issue with not having permission from the author...?
