Only when you level up a stat. That is why its difficult to reach level 81.
If your skill is already at 100 you cannot get any more exp from it. You will need to train a new skill to get more exp.

Train different skills, even if you aren't going to use them very often try to train them. Focusing on a select few skills will get you nowhere after a certain level as you will have nothing to gain exp from.

Legendary dragons are around level 75-78 or something like that. Ancient is around 50 and increases frequency (somewhat) at higher levels until you hit Legendary even then they can become quite common.

I am level 67 and leveling now for me has slowed right down. I am now training skills I am never going to use on this character just to get perk points. I have 100 in block but dual wield so its a skill that will never be used I just got it there within a few minutes by going to a Giant camp in heavy armour and blocking 2 mammoths and 2 giants. Also got my heavy armour skill up as well yet I will never use it.

I'm level 74 and a half, and I started seeing legendary dragons around 71. It took Dawnguard to get me from 71 to 74, and I can honestly say that I think there are more than a few people out there who have either done a lot of power levelling to get to 81, or who have modded or tweaked the levels. After level 50 odd, it gets very hard and very very slow.

To get to 81, you basically have to get all your skills to 100,

One thing you can do ( And this does kinda defeat the purpose of even playing the game ) is get Shadowmere and fast travel to a town so you dont have to worry about mobs, turn difficulty to master and just level whatever you need on him. Although this does only work for combat skills so some you will actually have to work for.

I usually buy training for the skills my character does not need, that way at least it is useful since I can get what I am using up to 100 with no help. Although my level 78 character is currently having trouble remembering where any trainer is that is still useful. But he levels up extremely slowly, so he will find the trainer he wants eventually before he gets to the next level.

Dragons aren't that special, as a matter of fact I'm more annoyed by them then threatened.
When I see one I just summon my swords and instakill them on Master difficulty, I have so many dragon bones it's unbelieveable.

To level up you have to train your skills (100 is the highest). But at level 50 you shouldn't even care about leveling up anymore.
My main character is level 46 but it made no point to level when he was at level 17

If you are on PC, you should download the Deadly Dragons mod.

No one can train you beyond 90 skill. The only way is by using the skill or by doing a quest that rewards you with training. If you are at level 78 my guess is that every skill is now at 90 or higher. I used my last training option (pickpocket) at level 78 after which I could no longer buy training for any of my skills.

If you are a companion/Harbinger you can level up very easily doing the fetch quests for them. For example, I put on light armor, an iron sword in one hand and a healing spell in the other and got an Animal Exterminator quest from Aela. Inside a house you can plant yourself in a corner and let the animal wail on you. Builds up your light armor AND your restoration. Hit it with the iron sword and when he is almost down, heal it up.

Works for light armor, heavy armor, one handed, two handed, restoration, blocking...you name it.

I can kind of think about what it does but does it only make the dragons stronger or add more to the game?

It adds stronger and new types of dragons. They look different and use spells according to your level. If you download the armory mod they also drop armor pieces, which you can use to craft some new armors.

Actually his destruction skill is only at 77 and conjuration is 78 so he can still get training for each level he goes up, when he gets all the others to 100, he will finish off the two magic skills to get them to 100. But since he is not really a magic user, I prefer to buy training for them while I still can. He is still working on one-handed and light armour. Apart from those 4 skills everything is 100. He brought all the training he could for every magic skill, he might have most of them at 100 now, but a mage he will never be, despite being arch mage of the college.

I've been stuck at level 49 1/2 for what seems like forever. I always put most of my perks into fighting skills at lower levels, but now I'd like to be able to smith Dragon bone weapons, so I am becoming impatient.

I've had something of a love/hate relationship with dragons. A few levels ago, when I first started seeing Ancient Dragons, I was getting them constantly. I literally got attacked three times walking from Riverwood to Whiterun. Downloading DG seems to have slowed the dragon frequency for some reason. Of course, now I'd like a few more, because I am collecting dragon bones and trying to level up.

I am level 71 and have still not seen a legendary dragon despite fast traveling to every dragon lair mountain top several times. Plenty of "revered" dragons though.
The bad part of leveling that high is that it breaks your character.

My Nord was a two handed battleaxe deadric heavy armor, non-magic using brute who hated alchemy but now he has to skip through the fields collecting flowers (for alchemy) in his elf suit (for light armor) while waving his hands in the air (to do magic tricks). He never got any points for magicka.
My Breton pure mage can incinerate just about any enemy but has never even touched a weapon bigger than a dagger and does not wear armor of any kind. She now has to turn into a tank and lug around 200 pounds of equipment just to level up and I have never put a single level bonus into stamina.

This is why I always buy training for my lowest skill whenever I level. I never pickpocket (well, almost never) so the only way to increase it is to buy training. I don't use two handed, so I buy training. I was able to get to level 78 without ever using a two handed weapon or picking any pockets. And armor is quite easy to train: just have a giant pound on you for a while. Good way to train restoration, too.
