So the cap is not based on your level, it's based on the contribution of a given skill depending on how high it is.No matter your level ,be it pre or post 50.Interesting.

Think of it like this, although
don't take this as a direct anology. Say you need 20 "points" to level up at level 20. Leveling up a skill from 15 to 16 gives me one "point." Now, leveling up a skill from 90 to 91 gives me 10 points, so you see the progress bar fly toward the next level.
Now I'm level 50. When I increase another skill from 15 to 16, it still gives me that one point. And when I increase a skill from 90 to 91, it still gives me 10 points. But now, since I'm level 50, I need 50 points to level up.
The representation we're given in-game is all relative to what level our skills are in relation to what level we are. As far as how the game handles the leveling internally, I assume that it's something similar to how I've presented it, just more mathematical and whatnot.
