The second phrase is part from a Sermon where Vivec teaches the grabbers who have never made a city make one properly. It's the resolve of a confrontation between Vivec and the monster created by the grabbers.

You cannot murder without mortality, Arkay, a weapon. Mortality is the weapon to come to the Aedra with. The murder is however, one part of the cycle, there is the life that comes of it too (the death of one kalpa is life for the next, the symbolic scarab).
