lip/ltf file format?

Has anybody tried to reverse engineer or find documentation on the lipsync file format? Most formats have some syntax guide on the internet somewhere, but I wasn't able to find one. There is also a reference to ltf files on the geck wiki and the ltf filename field in geck itself.

Today one of the most time-consuming steps in making a really good mod is lipsyncing, which has a long painful process. If I can find some documentation of the format, I can probably write a program which generates some kind of lip sync. It might not use the right syllables, but at least the lips would move during speech.

If there are other forums where I can ask, please let me know. (I have a post over at newvegasnexus for several days with no replies.)

The LipSync format is not supported/does not work with the GECK.

You'll have to use the TES CS to do Lip Sync files for any Fallout mods, which works fine with Fallout 3 and Fallout: New Vegas.

Thanks, I understand the steps to create lipsync files manually using the old TES CS. My question was if anybody knows the details of the file format so we can write our own tools.

Found this for fallout 2:

But, looking at one random small lip file for FNV using a hex editor, there is no real correlation I can see. At offset 0x10 is supposed to be a length, but the file I looked at has fcffffff there, which is ... not small. At offset 0x20 is supposed to be a filename, but there is just non-ascii junk. So this is probably not a lead.
