apparently just like in fallout 3 when you blew some one to bits and you could loot everything from that person from a hand or ear, you can loot everything from a person just from their decapitated head in Skyrim.

I found it useful in FO when an npc drops their weapon after death. So many lost swords in oblivion

You could collect hands as a necromancers and whenever you feel like trolling you could reanimate then and ask people "need a hand?"
