No longer a crime to fus ro dah ppl?

I could be wrong but when I first started playing Skyrim looooong ago, I recall picking up bounties when my fus ro dah hit innocent bystanders and that included guards.

However nowadays I seem to be able to fus ro dah every guard and not get a bounty, even if said guard goes flying off Dragon's Reach and breaks his neck upon landing. I still get bounties when fus ro dah hits other NPCs though.

Wonder if its a glitch or are the guards too scared to do anything since I'm level 82. LOL!

I fus-ro-dah'd a guard off of the Dragonsreach stairs last week and he just went along with his day. Perhaps there is a glitch.

After I did the civil war quest line I was able to fos or hit people and didn't get in trouble for it I did it to a lar too all he say was better not do that again.

It's based on disposition. The more renowned you are within a hold the less guards hassle you for stuff ie beating them up. Beat the main quest and just about all the guards are set to friendly. Even more so if you complete the civil war. But you won't be able to get away with everything. Attacking a civilian is still a crime and will incur a bounty.

Someone will come along eventually and over anolyse why/when you can and can't commit crimes etc. Why i can walk around with DB gear, TG gear and so on. The simple truth is, the game has no depth to it when it comes to npcs reaction. I mean, when i first return to dragonreach after the watch tower, that baldy guy makes a comment along the lines of "I see no evidence that this person is Dragonborn", yet 2 seconds earlier i give him a taste of my voice and got attacked by all n sundry. I can also walk into Solitude dressed head to toe in Stormcloak clobber and no one bats an eyelid.

There is no deep and meaningful reason behind how the ai interacts with you other than how it was coded into the game. Coded in a way that gave the programmers the least amount of headache.

Hmm, I agree that is stupid but I don't like the other side of the spectrum when everyone knows exactly what quests I've done and make comments of that - hail dithis or the orphanage assassination for example.

If you can fus roh dah guards but not other NPCs (as you said), it is likely because the guards have a high diposition toward you (and if you're level 82, you likely have done enough to raise it to a high level).

No I wasn't invisible and I did it in clear sight of other guards. Tried it multiple times in different holds. Fus ro dah on guards does not illict a response even if the guard dies from it. You can't fus ro dah other NPCs and get away with it though.

Oddly enough, some Penitus Oculatus show up as enemies and killing them doesn't result in a bounty. Other PO agents show up as friendly and can't be touched (except for fus ro dah) or else you get a bounty. Really odd.

False. I believe I walked up to one side of the guards wearing the other sides' armor, and he said "How dare you wear those around me" or something like that.
