If you just want to edit/splice/compress game video/FRAPS pieces together, many will work. If you want to get a bit more complex or are talking about video camera footage or something a bit more professional, it can go in other directions.
For FRAPS type stuff I still use http://virtualdub.org/ (windows) You can do some other things with it as well, with filters, AVIsynth, and some knowledge of the program. But it's a lot of work if you want to do more than edit/splice together (no easy "timeline") and it doesn't come with many codecs (you have to supply those).
If you want fancier stuff, or for other types of video, then yeah, try Lightworks.
