Loose file VS Bsa - Question for modders

Hi,
i've recently spent some time reinstalling Skyrim and organizing all the MODS that i currently use.
The reason for the reinstallation was that i've lost track of all the loose files that i copied under the Data folder (textures,meshes etc) and i was not able to remove what i didn't want anymore.

That bring me to the following question for you modders :

Why don't use BSA as standard instead of release a MOD with loose files?

Even if a mod has only textures files (like for example the "A Quality World Map") can be inserted in a BSA creating an empty ESP file with the same name of the BSA.
Now i know that i can create BSA by myself (that's what i did) for all the mods that don't have it but I'm just curious to know if there is a particular reason (they are slow ? they are limited in some way ?) to distrubute MODS without a BSA archive.
