I dont get it. Ive herd 2,3 NPC's (mostly hostile) state that they have lived before the apocalypse. Recently a bandit stated that this(the apocalypse i presume) reminded him of Chernobyl and that he used to be a professional baseball player. Considering the fact that you wake up 106 years in the future he'd have to be 120+ years old. How is that possible? Can he possibly be an ark survivor that has joined up with bandits? Considering the fact that ark survivors are so few with some of them dying while in stasis and some of them being captured by the authority i really doubt that the game designers simply put ark survivors as random bandits for you to kill.

maybe the setting was changed, and the random dialog was not?

The only actual dialog i've heard is "I'm gasping for a [censored]" by a wasted bandit and one of the shrouded bandits commenting on the dangers of working next to C4 all day

The one i herd was from a gearhead. He was QQing about not liking this place and how he wants to go back to Russia and that he was a pro baseball player
