Low level MOB behavior

Not sure if this has been covered in another thread, but have the developers given any thought on scaled behavior of encounters (creatures and humanoids/bandits) based on the level or reputation of the player? Rather than low level creatures and bandits being oblivious to higher level or successful characters and since killing them should result in little to no exp, one could envision cowering, hiding and escape behavior ("Run away, run away!). This may be meaningless if all encounters are scaled but it would be neat if the local fauna and ruffians show fear/respect toward a known conquerer/bully (if it does not significantly affect server load).

Or they approach you if you are a known "thief" and propose a job with you, or other thief like things. There should be more NPC dialogue and RP involved rather than always fleeing - although I grant that fleeing is better than doing nothing when a higher level or high rep person goes by.
