Magical Enchanting

So, if you don't know how some perks affect enchantments, I'll tell you. Besides perks in enchanting, Necromage affects some enchantments for vampires and Destruction perks affect fire/frost/electric enchantments on weapons. Oh, and various magic skills affect the uses of staves. To me, this is an extra layer that makes enchantments more interesting. What bothers me, however, is how that's about all that works like this. Personally, I would like to see more magic perks affect the way your enchanted gear works.

Imagine, while warriors and thieves find enchantments useful, a mage can squeeze every bit of power from a soul gem. A paladin knows the secrets to make his armor's regenerative qualities twice as effective. The arch-mage doesn't just get better robes, but he improves his powerful magic enchantments just by knowing how to use them properly. I think it would be a great way to debuff enchantments for the un-initiated while improving them for the magically adept if the perks in magic skills had a bigger impact on enchantments.
