[Brainstorm]Magical staffs you can smack people on the noggi

So, having recently rewatched The Avengers as well as running across hothtrooper44's Axestaff Weapon Pack mod, I began wondering if it would be possible to have something akin to Loki's Chitauri Scepter, that being an object which functions as a one-handed and two-handed weapon as well as casting a magical projectile.

What do you lot think would be the best way of achieving such an item? Would it be less complex/less script-heavy to have a single object with multiple added functions(normally a staff, pressing X does a two-handed attack, pressing Y does a one-handed attack for eg), or three distinct objects using the same mesh which represent different "modes" that the player must switch between(one-handed weapon, two-handed weapon, and staff all with distinct stats and animations, and the player changes from one mode to the next by pressing X)? Or is three modes over-ambitious, and it would be easier to make two weapons, one one-handed the other two-handed, and add a single hotkeyed event to each which casts the spell with appropriate animation? I expect SKSE would be a requirement, and I'm fine with that(frankly I can't understand why anyone would refuse to use SKSE-dependent mods but hey ho).

My own scripting ability is, well, non-existent, but for this I would be willing to put in the effort to learn if it's actually feasible. Anyone have any input or ideas?
