Well, like I mentioned in another thread, getting a buff that high is due to the Restoration glitch.
Being that it's a glitch, nobody knows exactly how it will affect your character or the math that tracks stats. It is, after all, a glitch.
Therefore, the Restoration glitched items may not be working as they normally do with the brand spanking new code that makes up Dawnguard.
Now a legit piece of enchanted armor will probably work correctly, it's operating well within the guidelines of the Dawnguard code strings.
Because of the glitched nature of said item, the code may not recognize the buff that is supposed to be added to your character beyond the games' normal programmed maximum. Thus, it sort of "caps" itself, hence why you aren't getting the full value of the buff when operating it on a model that is purely made up of Dawnguard code such as the transformed Vampire Lord form.
In "Human" form, your character still runs off of the vanilla Skyrim code, thus the Restoration glitched item gives out it'd full effect. When transformed, you're running off of almost pure Dawnguard code, and the DG code may not recognize the glitch beyond a certain set maximum value.
That's my theory at least.
