I got to Forlorn Hope fairly late in the game (lvl 18) and the Major is not in his tent. This means that I can't start the quest line. Is there a console command or some other way to get him to spawn? I have already left the camp and returned 24 hours later but he was still not there. All the other main NPC's seem to me there including the Tech Sgt in the main tent.

Save your game before doing this in case it goes wrong.

Try this when you are standing in the command center tent at Forlorn Hope:

open the console and type
prid 120dd7
then hit enter and type
moveto player
then close the console.

Save the game, exit to desktop, then reload your game to re-enable achievements after using the console.

Sure he's just not sleeping or wandering around the camp...? I've seen him outside.
