Major quest glitchs and oversights

Well I am suprised that bethesda was able to overlook such tremendous problems withen the quests in this game As this is the second one I have been unable to complete. Skyrim Is a game that is supposed to reward those who explore But instead it seems as thou I am punished for it time and time again The first issue I encountered was The book *hanging gardens* that you are supposed to deliver to and npc for his rare book collection Since I got the book before the quest Once I finally did find him the quest log Updated and told me to go back to the cave I had found the book in and loot it Which I could not do since it is impossible to drop quest items and I was unable to update the quest.

And now in windhold I encountered a guard Who spoke to me about investigating a murder case Blood on the ice to be specific, After I questioned the witnesses I was unable to speak to the guard *to avoid the large bounty I had* I then proceeded to go and buy the Hjerim house since I was on my way there to do so and when I entered the house my quest log updated for the murderer Investigation and Since I never spoke to the guard It did not update properly. and thusly I cannot Upgrade my house because the steward is essential to the quest plot And since The quest is still active I am also unable to purchase upgrades for my house, So basically I spent 15000$ For nothing, absolutely unacceptable. These issues are MAJOR oversights and need to be fixed promptly If your going to claim your game is open world then you need to code the quest in the game accordingly so that they update properly Depending upon how the quest is activated or who or what the player finds first.
