Making a meshobject load from a greater distance

Hey! First two images to illustrate my problem, linked due to hugeness:

As you can see in the first picture, the pillar of light/something like that effect is seen from a great distance, very great infact (love it).
The problem tho is that as you can see in the second image there are towers and such surrounding it and without those it just floats in the air and looks stupid.

Is there a way to make those towers load at a similar distance to the effect? I have tried "Is Full LOD", creating a fourth distant LOD and ticking "Never Fades" (i made my own entry of the ImpExtIceTower so i did'nt mess with any sourcefiles), but no go. "Is Full LOD" also seems to have some loading bugs here and there.
