[Spoilers]

After a drunk night suddenly ended up in markarth, after exploring the city i ended up in jail, busted out of it with the other prisoners.
Now every time i pass a markarth guard he screams "in the name of the jarl i order you to stand fast"

The guards just walk about though, dont follow you and also talk to you if they are related to a quest.
If you do enter a dialog you can tell me to "take you to prison, pay fine (but fine is "0 gold") or i rather die than go to prison" no mather what you pick though the guard just walks away and so can you.

In whiterun i have another guard issue.
Every now and then they all are hostile for no reason (i dont kill friendlies, and if i steal i make 100% sure i cant be caught) and this causes the whole town to attack me. Only thing i can do i is pay a fine of "zero gold" and my stolen items are taken away" if i choose to go to prison i end up sitting there for ingame weeks and i could choose to fight em but they already are fighting me.
Sheathing weapons has no affect on the agrro mob.

Strangely if i exit whiterun wait a few hours the agrro is gone.
