Has anybody discovered how to access the promised marriage feature yet or is it glitching out like so many other things in the game. Also does anyone know how to get people to like you more?

You need the Amulet of Mara to marry. It can be bought by a priest named Maramal in Riften, he can be found in the Bee and Barb tavern, but more than likely he will be in the temple of Mara. Talk to him about Mara and then you'll be able to buy the amulet from him. You'll need to wear it when talking to a potential spouse.

To marry someone you need to do a task for them, example: I married Ysolda, before I could marry her I had to give her a mammoth tusk, once I gave her the tusk the marriage dialogue options were opened. You then need to go back to Riften speak to Maramal and set up the wedding, then attend the wedding. Then you're married.
