According to game lore, men and elves are interfertile (the child is the same race as the mother), but I think Khajiit and Argonians can only reproduce with their own kind.
It doesn't happen in the game, you're pure-blooded something, but it is also stated that the child might have some aspects of the father as well. For instance, a child of an imperial mother and an altmer father would be imperial, but might have more magicka and a longer lifespan. It's also possible that a Dunmer baby with a Nord father would have both fire and frost resistance. In any case, babies are problematic for a number of reasons. For those of us who want kids, I'm hoping they implement an adoption DLC.
Far as marriage goes, with the number of spouses available, marriage is already pretty generic. Adding more prospective spouses (spice?) wouldn't help things much. To make courtship/marriage/family life the rich and complex experience that so many people want it to be, they'd have to seriously decrease the number of marriable people available.
