Is this a glitch or are your spouse supposed to be able to follow you and receive armor/weapons?

They're supposed to, although that might only be for certain people. I've only tested it with Aela so far, and she's definitely a "fighter" character as far as they go. Might be for someone like Ysolda who's a merchant, that they can't fight.

Not Ysolda it seems, no such dialogue option

Some of the NPC's you can marry can follow you and help you with fighting, while others can't. The NPC's who can't follow you will setup a shop and run this, they will stay home and daily iirc you can receive 100g and 1 cooked meal from them... but they will never go adventuring with you. The types who go adventuring will be the follower/fighter/mage/thief type of npc's.. (such as Aela).. while the merchant types (such as Ysolda) won't adventure with you.
