She is in the Temple of Dibela, but it's closed except for the shrine so you need a quest to talk to Hamal. And that quest is? Talk to the beggar Degaine, in Markarth. He will ask you to break into the Temple and steal an item. Once your in, skip/drop Degaine's quest and take one from Mother Hamal, she will be angered at first, especially if you are male, because the area is of limits to men. Don't complete Degaine's quest or Hamal will hate you.
