Go to the directory of your skyrim folder.
Create a new notepad file and call it Advskills.
Copy this and paste it in your newly created notepad file.

AdvSkill conjuration 100000
AdvSkill destruction 100000

AdvSkill pickpocket 100000
AdvSkill restoration 100000
AdvSkill smithing 100000

Save it.
When your in game open the console with which ever key you prefer, I use `.
Type "bat Advskills" without the quotes.

Every skill should be increased to cap, if not run it again until everything is capped.

if you prefer certain skills in a specific sections like "The Mage" Perks, erase everything except the mage skills and run the bat.
