Max (The Character in Freeside) has disappeared : Fallout: New Vegas

I have been watching videos on youtube, and am interested in picking up the unique weapon Euclid's C-Finder. I have done the quest nessecary to use the weapon. I have previously seen the child character Max in Freeside, yet when I went to find him now he is not there. His sister Stacey is constantly 'fleeing' and randomly alot of Freeside Thugs appear and are all 'fleeing'. I don't know what I have done to cause this.

I have waited days in order to see if Max will appear but he wont.

Did you play F03? The wastleland is a dangerous place, people die.

Even I know that children on both fallout games have been unable to die.
