-go to an area with many people gathered
-cast spell
-observe hilarity of priests attacking guards, blacksmiths attacking priests, cows attacking everyone.

It also seemed to spread to other parts of town too from the angry survivors. I ran from town then came back and walked around Whiterun after one casting and probably 80% of the NPC's in town were dead.

Yeah, gtood spell is good. I've used it to get out of a few binds. P.S. Don't use it with followers, very bad idea unless they're essential.

Yeah I loved doing that in Oblivion. Haven't had the opportunity to try it in Skyrim yet.
