Micro-Stuttering, any help?

Okay, so this have been going on for months now! I stopped playing because of this issue, it's the micro-stuttering that's driving me crazy, it feels like i have been trying forever to make this [censored] micro-stuttering stop, i am quite aware of the fact that there is several threats about this on the forum, so please don't start singing about that, i am sorry for being rude but i am absolutely pissed off, it seems like Bethesda is doing everything in their power to screw me over, first the PS3, then i build a gaming PC and i still have loads of issues, i am so pissed off right now. Seriously, does anyone have a fix for this crap?

SPECS:

GTX 560ti (SLI)

I7 3770k

8gb RAM

and i play the gane on 1920x1080

Did i miss anything?

Disable the Gamepad in the ini or in the Game Options, along with Rumble

Try this

You can also try the game in Windowed mode, that makes it better for some people. If you like this better, there is a mod that removes the window border in this mode.

Also, put the shadows to medium. They are a huge impact on the game

Dual GPU configs are always more prone to microstuttering than single GPU. AMD just released a new driver which reduced this problem significantly. I don't know how big an issue this is in SLI configs.

You should also list which (if any) mods you are running, driver version and any ini edits you have done. And also whether you're running any HD textures.
