I made up many and many builds for my characters after I restarted.
Yet I still don't have any characters.

Oh this is awkward, I assume I am not the only one who ever had this issue?

Often referred to as Constant Restart Syndrome, or CRS for short.

It happens to a lot of Elder Scrolls players at one time or another.

It's happened to me since Morrowind. I very rarely can stick with 1 character for a long time.
