I though I'td be cool if I modelled my skyrim character after the first emperor,Tiber Septim.Becuase he was the first dragonborn,he was of nordic descent and spent his youth in skyrim.

Hmm, he was a Nord. Tenth Divine's comment sounds good. Make him musclely but not huge, maybe ice blue eyes. Maybe a scar.

It seems to be the only one in existence, though I could have sworn we met him in Redguard at some point in the main quest...
