Mods evaluation system

There are many that find endorsemants systems in steam and nexus not really giving justice and showcase to quality mods and an even visibility , sometimes favoring certain behaviours from mod authors rather than quality ... Also most if time judgement is done on a affinity feeling for the mod and not actually based on the time devolved into it , the quality of the work , the difficulty of the undertaking and so on....

Now this is not a thread to discuss how those systems should be changed or not but ....

My question is .... How would you create a rating system that is even for everyone , gives a fair visibility and tends to premiate quality over popularity or advertizing?
