Mods for Consoles (sorry)

I've been obsessively checking the news updates every hour or so in my free time for the past several days for this game and only just now read an article dating back to April with Howard suggesting it.
After doing some research, heres my questions:
-if/when Bethesda "bring the best PC mods to consoles in the form of DLC", will or even can they charge money for it? Would the original creators of the mods receive royalties or payments according to some contract? (the second part doesn't really matter to me, just wondering)
-is it possible that users can legally port the mods themselves?
- if the porting of the mods is only eventually realized on a community basis, is there any practical chance of getting them on PS3?

Seeing what so many people did working with Oblivion's graphics, and seeing now increasingly unflattering graphics for the consoles (not that they are BAD, just there are videos of Oblivion running much nicer atm), if people could get graphics improving mods on consoles . . .

There is pretty much no way the consoles could handle the bigger texture and LOD overhauls that will eventually be released. If you want the full experience build a good PC.

Its not possible for Skyrim and actually we aren't even supposed to discuss it here on the forums...

Get a pc if you want mods. If you want to get it running for cheap, go xbox or ps3

He wants to and who knows what the future holds. But at this time there are no mods for consoles and we don't allow discussion of it because someone always wants to go into modding their xbox which is against the EULA on Xbox and thus considered illegal and a forbidden subject matter for this forum.
