Moira hired thugs to rough me up?

So, I'm aware that NPC's can sometimes find out you stole from them(even if no one saw you), and will send some thugs after you, Shortly after arriving in Riverwood, and completing only the Faendal quest, I waited outside the smith because it was night time and I wanted the store to open. To my surprise, at the end of the waiting period, three thugs who seriously outclassed me wetre standing there waiting to kill me. After four deaths and reloads, I was finally able to defeat them by separating them and running away, alerting Faendal, and letting him take them out with his bow, while I used flames on them one at a time. When I read the note, I saw that "Moira" Hired them? I've since learned

that she's a hagraven and part of the hangover quest.

I certainly had nothing to do with her before this. Wtf?

Killing Anise won't do it. Unless you attack before she's hostile.

Taking Anise's stuff will, however. Since ownership transfers to Moira. The only question is if it's the same Moira as the Hagraven or a different Moira not fully implemented.

Anise mentions having a sister in that letter. I'm thinking it's Moira the Hagraven ;)

Moira is likely her sister. Moira the Hagraven invites the question as to whether humans and Hagravens can even be related. I'm skeptical of that idea.
