So what are they used for? I have not seen anything to make them with. Are they for elven armor (I do not have the ability to make that armor)?

moonstone & quicksilver -> elven smithing
moonstone & malachite -> glass smithing

Not sure but in a fort near windhelm i found lunar mace n a lunar axe (they do more damage at night) ... Could have something to do with them.

Edit. Or the above could be right.

lunar is just an Enchament. you can disenchant it to apply it to your own weapons.
