2 more bugs I've noticed un - lag - related

Simple quest bug with Remanada - if you find the book before talking to the orc book keeper in the mages' college, you get stuck with it in your inventory forever,
the quest point freezes at "locate Remanada" even though you have already located it, and the dialogue option to finish the quest never shows up.

And a somewhat more serious bug in Reachwater Rock. There is a pool of water in the entrance cavern (the one with the tree), and if you are as a thorough a spelunker as I am,
you will likely go diving for treasure - the problem is that there are "bubbles" of air in the pool that make you fall when you swim into them, making it difficult to surface . . .
to make the problem worse, these weird vacuous holes seem to be situated right around the ramp that lets you out of the pool, so you can spend some time sinking through untreadable
water when you are just trying to climb out onto dry land.

This may have only happened to me, but who knows. I just wish i could get rid of this remanada book from my inventory. I need that 1 pt of weight space.
Also, when your character falls through or tries to surface through a "bubble" in Reachwater Rock, his weapon/shield briefly flashes (as tho he were on land)
and he gasps for air as if he had just come up from a long dive. This all points to the problem probably being some sort of literal "bubble" of the inappropriate
atmosphere. I'm no gaming engineer, but I figure it to be some sort of zoning issue.

The third bug I believe happened when I started the blood on ice quest. I had no bounty prior to beginning the quest. Then I spoke to the guard, looked at the body and looted some stuff (nothing was in red, no notice of "bounty added" came up when I took things off of the corpse), and talked to the onlookers. When I went back to the guard to speak about what I had found, I got the "Hey I know you" line of dialogue, and had to convince the guard not to arrest me before I could speak to her again and meet the quest objective.

This was a while ago, and no guards were actively pursuing me so I haven't really bothered about it. However, I had noticed that after this first incident, I suddenly had a bounty spread between Eastmarch and The RIft, and it has been stuck with me since, although I have no idea what it is for (I am a thief . . . but I don't get caught, and I bribe the guards when I do, so. . .)
