Pure luck, and it seems to be about the rarest enchantment of them all, along with absorb health. I find the best way to find something with Muffle is to play a character who never uses stealth....

Absorb Health can be found pretty easily in Labyrinthian. Each ghost draugr holds a separate absorb enchantment for their spiritual weapons.
Bow - Magic
Sword - Health
Hammer - Stamina

Absorb health:
Spoiler
If you choose to destroy the Dark Brotherhood, Astrid's Blade of Woe has an absorb health enchantment. Destroying the DB will also give you access to all those muffled boots and shoes, but they can't be disenchanted.

If you join the civil war, the last sword Ulfric or Tullius rewards you with also has an absorb health enchantment - at least it has had it on both my playthroughs.

All these can be disenchanted.

Muffle= hard to find. Very hard to find, annoyingly so.

Absorb health? Seriously? Sure at level 1 it is hard to find, but it is very common late in the game. You will even find it in shops. It is more rare than fortify X skill, but it is a lot more common than Banish, Paralyze, and of course... Muffle. Actually I think it is also more common than waterbreathing. That is the most random one. Sometimes it takes to level 40 to find that.... but other times, well on one game when the lady in Riverwood offered to give me supplies there was a waterbreathing amulet available.
