Multithreaded CPU .ini Tweaks that actually work?

I've tried a few of these types of tweaks and none of them have really worked.. Skyrim does actually use all 8 threads of my CPU when the action gets heavy enough.. But anyways, I had this favorited in my browser for a while and I finally tried it out... It actually seems to work. The game seems a bit smoother and CPU bottlenecking at Whiterun's top step improved by about a few frames (in FRAPS).. Plecebo or truth?

Very interesting, I'll give this a try, I wasn't aware there was CPU bottlenecking though since most of the time my CPU (i7) is around 10/25% usage but perhaps it may help during spikes of usage.

I'm using a i7 930 @ 4.0 Ghz, for refference. It may be a plecebo,as every performance enhancing mod I've tried besides Skyboost hasn't done anything for me. There is only bottlenecking in certain areas for me. Such as Whiterun's notorious top step.

Just wanted to know if there is any real truth in this or if it's all plecebo. Seems to work, but I'm not entierly sure.
