Just to the northeast of the Twilight Sepluchar there is a circle of Whitecap Mushrooms with the skill book Father of the Nibben in the center and staff. This is not very far from a shrine of Akatosh. While I have seen this shroom circle before, for the first time I noticed that instead of saying "harvest Whitecap" when you point at it, it says "activate Whitecap." This struck me as odd. So I decided to pick all the shrooms to see if anything would happen. Nothing did, though.

Anyone have any clue if there is something special about this mushroom circle? Is there some way to get it to do something?

I think they're just easter eggs. Probably related too the Fairy ring where you dance with the fairies till death or something.
I wouldn't give it much thought beyond that since I haven't heard of anyone actually doing something with the circles besides picking the mushrooms.
