Don't know if it was a glitch. The door [near the end] where the key is required before the door down the hall that also requires a key [but the guy opens for you] was nowhere that I could find.

I checked all the bodies, chests and locked doors. Turned on quest marker and it told me to go through the door that I couldn't open.


...not sure if it is a glitch or a well hidden key. I ~ the door open to finish the quest... didn't have the key to go out into Skyrim either btw.
