Hello, I'm currently playing an Argonian Spell Caster and I must say that keeping mana up and not drained to death, it's kind of a hassle, So, I have a simple goal, I want to know the best way or ideas on how to make it so I have instant mana regain or costing no mana at all. Basically mana won't become a problem, I know I can make "Casting [school] costs 15% less" enchantments, but I'm not much of an enchanter, and I want it for ALL schools, were as I only find 1 school. I know you can get http://www.uesp.net/wiki/Skyrim:Mystic_Tuning_Gloves#Mystic_Tuning_Gloves from a college quest, but I heard that the mana regain is on a limited time, unless I can solidify it from stopping, this is useless. Any other tips or glitches?

Only thing I could think of would be to carry around tons of magicka potions.
Enchanting does wonders so long as you don't mind casually training it.

Other than potions and enchantments there isn't much you could do to get nearly infinite magicka regen as an Argonian spell caster.

You can use the Restoration Glitch to make Fortify Alchemy stuff and then make Forty Enchantment potions that are crazy strong.
