Yeah I go to talk to Lod and a dragon or something killed him so I can't get the dog to appear
I've been to both places you go in this quest to see if he would show, no go
I looked the meat that Lod gives you and no go

Any idea what to do or wait and hope for a patch to take a death of Lod into consideration and trigger this quest ?

I think your only option is to load a previous save sadly. Radiant Quest rarely assigns different quest givers if the original one dies, I've only heard of a hand full of quests that do. Unless you are on PC and can use console to resurrect him, you'll have to reload. Waiting for a patch is hopeless, Bethesda is notoriously terrible at patching their games and they've already publicly stated that they're fixing Code bugs(Dragons flying backwards and stats not working) over Data bugs (Broken quests, balancing issues) so I'd be surprised to see ANY quest fixed for quite some time if at all.
