I want to join the Imperials. So I marked the quest "join the imperials" and it lead me to Solitude. The marker is on a woman solider named Legate RIkke. When I go to talk to her she ignores an actual conversation option. She walks away and when I go to talk to her all she says is something about one of my current quest (peace treaty). Can someone help me out?
