I have done what it says on the guide and wiki to leave and enter the city and get there at night but still no murder scene. I try to talk to guards and everyone at the castle but I can't get the quest.

When I ask the Steward about buying a house he just says something about some problems with it and it can't be sold.

I keep going in and out of town. running around at night going in and out of places to see if it will trigger and nothing. Talked to anyone I could. Only thing I hear from any NPC is Captain so and so in the Inn. I ask him about people talking about murders and thats it, he doesn't say anything else.

What I'm guessing is that when I entered at some time I walked up through the middle to the keep to talk to Ulfrik and didn't notice the murder or something and now that it was activated I can't get it again. Which is stupid.

i can't start i either, i dont know what my home in solitudi is buged. i did all the brotherhood quests and the stormcloak quest line

Bump, anyone know? is it a bug or what?

yeah its bugged, probably something to do with the game not registering how many times you enter and leave area, thus not procing event.
