Need help, vendors won't sell me any Destruction spells?

Hi, I'm having an issue with spell vendors in Skyrim. I'm playing on the PS3 version, and no vendors will sell me any destruction spell other than the initial ones. I've raised my Destruction to level 93 so far, but whenever I talk to Enthir or Faralda, all they sell are the initial spells, the same ones that were available since level 1.

Now on a side note, I've been keeping this character at level 1 because of a challenge (I mean, I've never raised any "overall" level on him, just individual skills), but that doesn't keep him from raising his skills normally, so I don't thing that might be the reason?
Furthermore, I even tried to allocate all the levels that my character had accumulated, which raised my character level to 46, and the spell vendors still didn't sell anything to me.

Any advice would be greatly appreciated, as I am really looking forward to purchasing adept and expert-level spells.

Staying at level 1 doesn't make it more challenging, its makes it much easier. You can level your skills but the enemies don't scale.

I assume its because you are level 1. If you were to level up to 46 like you said, then waited and came back, they would restock the spells.

From what I can tell, the more advanced spells are available on a leveled basis. Talking to the court wizards should get you some spells to buy, have you tried the College in Winterhold?? Solitude's wizard should sell you some apprentice level spells.
