So, I'm still absolutely terrible with enchantments and magic stuff, so I need some help here.

I have a custom hammer, and I want to have an enchantment on it that reduces the effectiveness of retoration spells on your target by like 90%. Basically, if I hit someone with this hammer, they cannot heal themselves with spells. (Or it's at least very ineffective, I still want it to work a little bit)

All I see are enchantments for 'fortify restoration' that make it more useful on the user. I figure I just need to turn this around so it makes it worse, and then apply it to who you hit instead. But, like I said, I'm still absolutely terrible with this stuff so some pointers would be super helpful!
