Need to reinstall Wrye Bash. Is it possible to backup all my settings and most importantly my install order and then import it into my new wrye bash installation?

Don't you worry, nothing will happen with your loadorder and your current settings you had for Wrye Bash is automatically saved. The Wrye Bash setup even asked for saving the settings for the older WB version.
