I need tips.

Hey guys. I've been playing TES since morrowind, but I'm not a very hardcoe player. I never really struggled at all on the default difficulties until this game. I'm currently level 22 with something like 74 two hand skill, 54 heavy armor... basically a hack and slash warrior, and I've run into a few really difficult situations (spoilers be careful).

My gear is full orcish armor that I crafted and wuuthrad (the 2h axe) I don't have any enchantments and I didn't powerup my gear or anything using the whetstone or work bench.

SPOILER: So I was doing the quest where you work with azura to get the star thing and you have to go into this underwater fortress. Shortly into the fortress is a master necromancer. I got dominated to the point that I had to lower the difficulty to novice to survive. I spammed a bunch of points and everything but nothing worked. The necromancer just did ridiculous amounts of damage to me. I kited it to a point where he was pinned against a wall and at that point we both had full health so I basically had free reign to melee him without him running... he still obliterated me. He would literally kill me in about 5-7 of his ice throw abilities and sometimes he would throw them in really fast succesion. I had frost resistance potions going as well...

For my perks I had pretty much all of the 2h and heavy armor perks you can get at my skill levels.

Also I'm playing on adept.... so it shouldn't be that hard right?

What am I doing wrong or am I just not supposed to be doing this quest even though I'm level 22 which is relatively high right? Is enchanting really that important? i never did it any of the other TES games... Can you even really effectively enchant as a warrior? Don't you need conjuration or to buy scrolls which sounds like a major pain...

I just seem to get obliterated by mages (and sometimes melee like the drauger dreadlords)... also my dragon shouts seem unbelievably weak and not even worth using. my fire shout does about 1/20th of a normal creatures health it seems.

You lost me at spoiler... since this is the general discussion where no spoilers are allowed. I'd like to help, but I can't read further.
