Neighbors and their dog. Can I do anything?

My neighbors have 3 dogs. 2 are inside. 1 stays outside in a pen. Apparently, this happened before I moved here, all 3 were inside dogs. One day, they babysat someone else's dog and theirs went into the cage with it. They figured it liked it in the cage and decided to leave it in there even after the dog they were babysitting left. This was 5 or 6 months ago. The dog they keep in the cage is constantly barking. The other day, my girlfriend's dad said that they told him the dog only barks when it seems them in the kitchen. With that logic, they've been in the kitchen the last three hours today.

The dog is fed and given water, but I don't know if they ever let it out of the cage and let it play with the other dogs (which they let freely run around the backyard). The cage looks about 8-10 feet by 8-10 feet and has a house in it. I don't think they're doing anything illegal, but hearing the dog barking constantly (the higher pitched almost yelping barking) brings out the animal lover in me and makes me want to go open the cage and let it out.

They say the neighbors on the other side of them have 100 dogs (more like 20) and they called animal control on them, who told them to call the police, who told them to call animal control. So it can get quite loud when all those dogs start going at once.

But back to the one in the cage. Anything I can do without looking like a total jerk?

Well personally I don't think it would be very nice to go an uncage the animal just because of your perception of the whole scenario, perhaps if you are concerned about the dog in garden cage thingy you should pop round next door and ask them if they are giving their dog enough walkies or whatever because as a concerned neighbour you're worried about it's wellbeing? brace to be told to mind your own buisiness and to go away.

If you geniunely think they are abusing an animal just call whoever deal with that, animal services or something.

Call one of your agencies, but it sounds like they play football with complaints back and forth with each other. I'm somewhat comforted to learn that people are idiots with their pets in other places (besides here). I have three dogs and a blue Macaw on one side, two dogs on the other and three across the street. All outdoors 24/7 (including the Macaw), all making racket 24/7. At least its an open field behind me - could be worse I suppose. Sounds like I'm living in a kennel instead of a subdivision when they all let loose. Don't understand why anyone would want to have so many animals on 60x100 city lots.

Snap its neck in the middle of the night. You won't look like a jerk because nobody will see (and probably not hear) you.

Probably all you could do is ask them very nicely to take it inside. But it is so hard to "criticize" someone without them getting mad. You have to be so conciliatory and hope they see reason.

It's quite good. Well, not Chihuahua or Lhasa Apso and a few others, but the rest are quite good.

Oh god my sides, such a random comment.

Anyways, it sounds like a rather large cage so I don't think they're abusing it any if they're feeding it and it has a little house in there. The most you could do it ask them why it never leaves the cage.

I don't understand why they even have a dog just to leave it in a cage all day. It's obviously barking for attention.

I actually know the neighbors. There's actually two dogs in there. Only one can leave.
