A new d3d9.dll error I haven't seen before in windows 10

My one worry about windows 10 was that fallout 3 would break, having enough issues to get it running on windows 7 in the first place, it won't open in 10.

The new error I have gotten is this one "The procedure entry point SfmGetSwapChainStats could not be located in my dynamic link library F:\Program Files\Steam\steamapps\common\fallout 3 goty\d3d9.dll" I have replaced the Dll file and have already edited the ini files from when i had the game from windows 7, I've deleted and reinstalled the game and changed the ini files, compatibility modes and changed the dll file again after the re install but I still get the exact same error, any one having this issue?

I get the same error with all of my mods activated, and without any of them activated.

Have you tried running without the DLL?

You shouldn't need that unless you are trying the run the game on an unsupported Intel Graphics chipset.
