I've always found the Civil War quest line to be the most creative and intriguing quest in Skyrim, but I've always thought that it could be improved by making it more complex. There are two great, interesting factions in the game- the Thalmor and the Foresworn- that could have significant impacts on the Civil War, and they're both factions that I've always wanted to join.
I'd like to see DLC that would give the player the option to join the Foresworn after

The DLC could then focus on using the instability caused by the Civil War to create an autonomous or independent Reach by playing both sides off of each other. I could see the Empire offering autonomous rule for the Reachmen within the united Empire in exchange for supporting the Empire against the Nords, or I could see the Foresworn taking he opportunity presented by the Civil War to violently overthrow both Imperial and Nordic rule in the Reach. This DLC questline would be more melee oriented battles and camp ambushes with perhaps a few Dark Brotherhood-esque assassination (or general in-city slaughter) quests mixed in. The radiant quests after the completion of this questline could involve thwarting attempts by the Nords and/or Imperials to re-conquer the Reach. assisting Madanach escape from Cidhna Mine.
I'd also like the option to join the Thalmor. This aspect of the DLC would focus primarily on keeping the Civil War going and weakening both sides through sabotage, espionage, and assassination. This would be more of a stealth questline, would end with the assassination of both

and could have radiant quests involving the assassination of the various Legates and Stormcloak officers in camps throughout Skyrim. Ulfric and General Tulius,
