New enchantments are 20% stronger.

so if I take this perk, does this mean that any enchantment I put on an item will be better?

or does it mean that if I learn a "new enchantment" by disechanting it will be stronger base....


i think it is first.

Don't get your hopes up. All the enchantment perks overstate how much they will do (weapons and skills). I typically see a rise of one or two extra points (from 10 to 11 earlier, now from 20 to 21 at skill 66), and another one point with a potion supposedly giving 17%. I did see that the potion temporarily raised my skill (now in green) from 66 to 96 (which makes no sense to me at all), but only let me create an alchemy item of 21 instead of 20%.

Yes, the basic Enchanter perks will add extra points of damage or skill, but not 20, 40 or 60% stronger as advertised (haven't gotten to 80 or 100 yet myself). I'd recommend just spending four perk points, one into the initial Enchanter, then Insightful, Corpus and finally Extra Effect and use the extra perks on some other skills.

Are you using Grand Soul Gems? You won't notice very big bonuses with others. If so, the % should be working correctly...

100 skill gives about a 1.25x multiplier, Fortify Alchemy is base 8 strength.

8 (base) * 1.25 (skill) * 1.25 (Insightful) = 12.5
12.5 * (1 + .2) (Enchanter 1) = 15
12.5 * (1 + 1) (Enchanter 5) = 25

i have found that Black Soul Gems get the best bang for the buck.

the fact that your enchantments are 20% stronger is a step forward

but dont forget that 20% of 20 is only 4.
