ok soo i had my fallout 4 on a standard HD then i un-installed it to install it on SSD, ever since i did this, when i build in settlements following glitches happen

1. doesnt consume materials

2. im able to stack objects such as power, beds, SHOPS!!

exploits:

build most expensive thing, tier 3 power/water and scrap them. works with shops to generate infinite caps

can anyone else try this and confirm im trying to fix this.

things i tried:

new fresh install

deleted ALL inis

deleted all .appdata fallout 4 files

started a new game
